Yeosu City Announces New Systems and Policies for 2026

59 Projects in 6 Fields Including Jobs, Education, Health, and Welfare… Expected to Improve Citizens' Quality of Life
Yeosu City released the ‘2026 Changed Systems and Policies,’ a guide organized to help citizens easily identify new or modified systems and policies taking effect in 2026.
The ‘2026 Changed Systems and Policies’ covers a total of 59 projects across six fields: Jobs and Economy (6 projects), Tourism, Culture, and Education (10 projects), Health, Welfare, and Women (17 projects), Agriculture, Forestry, and Fisheries (10 projects), Environment, Construction, and Transportation (11 projects), and General Administration, Taxation, and Others (5 projects).
First, support for SMEs and small businesses will be strengthened following the designation of the Yeosu Industrial Complex as a "Proactive Industrial Crisis Response Zone." To support the overcoming of the crisis in the petrochemical industry, the city will extend local tax payment deadlines by up to two years for SMEs in the crisis zone and provide a 50% reduction in real estate acquisition and property taxes.
In the health and welfare sector, the 8th branch of the ‘Jeonnam Public Postpartum Care Center’ will open within Yeul Hospital in Ungcheon-dong. Additionally, the city will support childcare fees to allow daycare centers to operate with a reduced ratio of infants to childcare teachers. Along with this, operating costs for ‘Morning Care Daycare Centers’ will be supported to provide care before school hours, creating a better childcare environment.
To enhance citizen convenience, a ‘Free Call Taxi’ service will be operated for all citizens, and ‘Voucher Taxis’ for the transportation-vulnerable will be expanded by more than tenfold compared to previous levels. Furthermore, ‘cash boxes’ on city and village buses will be removed, transitioning entirely to transportation cards and bank transfers to make public transport use more convenient.
Support for farmers is also being reinforced. To prevent sunburn damage to open-field orchards caused by persistent high temperatures and heatwaves in summer, the city will support 50% of the cost for purchasing sunshades and irrigation facilities. The payment method for the Farmers and Fishermen's Public Allowance will also be changed from the existing Yeosu Sarang Gift Certificate to a ‘prepaid card type’ to increase usability.
The eligibility for ‘Water and Sewage Fee Reductions’ will be expanded from Basic Livelihood Security recipients, the severely disabled, and multi-child families (three people) to include multi-child families (two people) and victims of the Yeosun Incident and their bereaved families. In addition, the coverage items of the ‘Yeosu Citizen Safety Insurance’ will be increased from 27 to 30, further strengthening the safety net for citizens.
A city official remarked, "We have produced an easy-to-read guide so that citizens do not miss out on changed systems and policies and can utilize them to the fullest." The official added, "We will continue to consistently discover systems and policies that are helpful to the lives of our citizens."
